Why does this D suspended 4 not sound major or minor?

Both pictures are D, G, and A. There is no F sharp and no F, so this is not D major and not D minor. G is the extra note (a 4th). Neither picture uses a barre. The first picture mutes the thick string. The second picture mutes the two thick strings and puts G on the high E. Same three notes.
