Why does this C suspended 2 not sound major or minor?

Both pictures are C, D, and G. There is no E and no E flat, so this is not C major and not C minor. D is the extra note (a 2nd). The first picture mutes the thick string and has no barre. The second picture also has no barre and puts D on the B string too. Same three notes.
