Why does this A suspended 2 not sound major or minor?

Both pictures are A, B, and E. There is no C sharp and no C, so this is not A major and not A minor. B is the extra note (a 2nd). Neither picture uses a barre. The first picture rings three open strings. The second picture puts B on the G string at fret 4.
